Is there a way of re-growing only selected hair...? I've tried just selecting the hair I want to regrow, as I cut it too short, and hid the ones I don't want affected, but clicking on Regrow Hair still applies it to all. 😕

Not as far as I know. Regrow is a global function for all hairs.  But you can use the Scale tool in the styling section when the Hair Brush is active to lengthen selected hairs with the brush.  I do this when I have cut too much and have gone beyond the ability to Hair Modifier Undo.
