Problem formatting posts

As of today I do not see the formatting options such as embed a link, insert code, insert picture, etc. when creating a reply to a post. It appears that only pure text is accepted. I am using Chrome on a Windows PC and these features were available yesterday! @lynn_zhang can you help?
