How to Model without extra/unneeded vertice/edges etc. ?

Hi,

 

I recently started max again and wanted to model after a picture.

When I try to add a single edge on a plane with either the cut or the swift loop tool, I get 29 or so edges and 18 vertecies on both ends.

what am I doing wrong?

Is there a way to avoid that?

 

AND:

If I try to fix it with "weld" nothing happens. 

 

please help

In 3dsmax, a Plane object consists of 4x4 quads by default. So set  Length and Width Segs to 1 before editing it. Switch on Edged Faces in Viewport Settings to better seeing it.

this is how i start always.

But what If i want to make more complex topology? If I for example start rough and want to work out details later?

now if i want to connect separate vertecies in a model, WELD works in that sense of reducing vertecies, but it doesnt reduce it to one single vertex.

f.e. if i weld two separate vertecies, weld works, but if i select one vertex and see 20 or so in the vertex-count on the right side, it doesnt do anything.

is that normal? and does that lead to problems afterwards? 

until now if i weld what i can, there where no problems afterall.. but it confuses me anyways.
