What is causing my mallet to render like that?
When I add a TurboSmooth Modifier, it smooths the metal rings to bumps

You need to set up different smoothing groups on your model. Each area that should be smoothed together should be assigned their own group. If you want a hard line make sure the opposing faces are in a different group.
For example:
Go into the face selection of the object and assign the following smoothing groups.
Then enable the smooth by groups option in the TurboSmooth modifier.

I would add to what @Anonymous suggested and say that you could also build the object "to smooth", which pretty much means the model is built to be displayed in a high poly form.
The chamfer tool will help you get the result you want. you will want to make sure each edge loop is close to the corner you want to make sharper.
