Firstly, why does this cloth ignore the top chamff edges? 

Also, how can I stop the bottom from hanging; I want it to conform, so it can be turned into a piece 0of tape.

If all you want is a piece of tape around the object, then why not just select two rings of polys on the object where the tape should be, and then detach as clone, and thicken the polys into a manifold object?  It would be perfectly conformed to the base object, because it's created from the base object's own geometry.  If you wanted to make the tape a little less perfetly conformed, you could then add more subdivision to it, apply another edit poly modifier to the stack, and use the Freeform Paint Deform brushes in the Graphite Ribbon to add subtle detail to the surface of the tape.  The move, and push/pull brushes are good for this.
