When tape helper is set to 'specify length' the dummy should be at end

When tape helper is set to 'specify length' the dummy should be at end of the specified length.

Perhaps a better question that we could ask is what would it take to make the Tape helper more useful?

@michael_spaw  if user specifies the length and the dummy is at the end the user could then align or snap to it.
