I have seen what the Smart Collision tool can do in Maya and is quite impressive, so I think something like this could improve highly the quality of characters rigging inside 3ds Max.
I had high hopes when they put TensionDeform and DeltaMush into 3dsmax, since MeshDeform/Muscle primitive or updated Flex modifier would be the next logical step. But development seems to have ceased on DataChannel.
I think as long as we don`t have a product owner/principal developer actively pushing for these features (like Zap Anderson does for OSL or Tom Hudson for fluids) we won`t getting anything in this area.
I've been reading about it and it seems that even the tool from Maya is outdated. There is a post in ideas to bring something like I'm asking but into Maya, and they post some papers from Disney related to Elastic Implicit Skinning, so I guess we need something a bit newer than the tool from Maya.
