My 3ds Max takes about 3 minutes to startup, the screen stays white until it loads. Disconnecting my internet improves the startup time to 10 seconds. I attached my log file.
I suspect from one thing here. One or more of your plug-ins might be checking for license / activations. We can be sure on that by disabling all plug-ins and restarting max without plug-ins just to be sure if my suspicions are right.
