To create this geometry, just create the two rectangles for the inner part, in the rectangle parameters there is
Corner Radius option that you can use to create your fillets, also draw the big rectangle around them, now convert One the rectangles to an Editable Spline and use the Attach option, in the Geometry rollout, to attach the other two Rectangles. Now you can add and Edit Poly modifier, or right-click and convert the shape to an Editable Poly object.
Another way to do it:
Create the two inner rectangles, and the big rectangle around them, without using the Corner Radius(=0.0),
Like before, convert one of them to an Editable Spline and use Attach to attach the other two.
Now add an Edit Poly modifier, go back to the Editable Spline, Vertex SubObject level, select the vertices that you Want to fillet, click the Fillet button and drag to fillet them as you like.
Remember that the Fillet button is not parametric, which means when you click and drag to create
Your fillet, if you don't like the result, you need to Undo, and fillet again, don't try to just click and drag again.
This goes especially (where beginners might make the mistake) if you're using the Fillet numeric spinner,
Don't try to use another value to fix it, undo it first, then use a different value.
In these two options, you will not have any additional edges.
