Deletion and rearranging of buttons in UI

My objective is to reanrrange, add, and delete buttons in my user interface. I have heard dragging alt can delete some buttons, however, that works very rarely. I have tried to uncheck all items in the show tab, yet one of the items won't delete every time I click uncheck, leaving a large unused area where the "View" icons should be. So what is the best method to delete and add buttons?

For me, I have to run 3dsmax as admin to alter my UI and have it stick.  I think it's a windows 10 security feature, but it doesn't work for me unless I run as admin.  After that, when I restart I can run normally and it will have stayed.  It's a hassle but easy to work around.
