One way would be using mCloth, which is part of 3DS Max's Mass FX toolset. I haven't used mCloth specifically very much, but it seems possible, perhaps by keyframing different states of the cloth. To show the MassFX toolbar right-click an empty area of the main toolbar, and select MassFX Toolbar from the dropdown.

In the Physical Fabric Properties rollout there is a stretchiness rollout. This video shows how to attach nodes to pull apart the verts of your cloth mesh.
