New Layers Automatically Set to Not Plot

Whenever I create a new layer it's automatically set to not plot.  Any ideas why it does this?  Is there a setting I'm unaware of, or is it simply a bug?

Hi Bret,

When you create new Layer in Layers Palette, it takes all properties of the layer which was selected in the palette when you pick "New layer" button. So please verify that layer selected before you use "New layer" button is not set to "Not plot"
