Why dim in layout not same in model ???

Can someone tell me why : dim in layout not same in model ?

You modify  "FillColor(See Image Jpg attachted)..

But i mean asked measurement value. If dim in model is 4000 but dim in layout is not 4000. Why ?

I hope is corect.

You do not understand. I read 4000 in layout (wrote by autocad/layout).,

But the autocad overdraw  the 4000 with FillColor.

The UCS  in the viewport is not parallel to the model's UCS. Not sure, but even if you fix the UCS I guess you have to fix also the VIEW.
