You can use a script or Aeccoreconsole or OBDX in some cases.
Need more information there is a lot of examples about import a new block into an existing dwg.
"border names" do you mean layout names ?
A sample dwg would be best. and some idea of the changes, "Layout1" becomes "D01" etc. say two layouts 1st as is, second as desired.
