Palettes and commands

I am back to some more development of a menu and have been stumped. I was able to have commands associated with palette items but now I do not see what was the:"secret". See the attached for reference. The first palette has commands associated with the block to be inserted. The second does not. How do I "convert" the second to be like the first?

You can simply copy one of the command tool buttons and paste it on the other palette.

I hoped it was that easy.
The 2 samples are from 2 different palette sections. When I paste from one to the other the result isOK but this is not what I want. To change the icon alone is a pain.
In the original post the 2 samples have 2 very differ properties. One has a "Command" section while the other does not. This is what I want to add/change.
As well, I have other problems with the blocks getting lost. I made both sections of the palette while in one profile (specific menu) and now cannot use the first palette section's blocks as I get the response "Command: *Error* bad argument type: numberp: nil"
I am finding this palette area very frustrating as the location of blocks and icons are incredibly inconsistent.
