Overrides: (Distance multiplier and angle) offset missing from properties box within block editor

Hello.

I am wishing to create a block that can have both of its ends being stretched simultaneously. 
However, the 'overrides' drop-down box is missing from within the properties box within block editor.

I would like access to the overrides drop-down box to adjust the angle offset of one portion of the block.

Can someone inform me how to enable the 'override' drop-down box to appear in the properties within block editor?
