Suddenly today, my "sheet / layout" color appears only as a narrow border around my "paper background" color. This is fixed after re-opening the file, but reverts as soon as you navigate between tabs (layout or modelspace). See attached screenshots. It is not cured by rebooting the graphics card {CTRL+SHIFT+WIN+B}.

Does anyone know how to fix this?

Are you sure it's not just the difference between being in paperspace and being in a paperspace viewport?  I think when you click inside a viewport that AutoCAD makes the viewport boundary appear "fatter."
