You should not make such a large request without also providing a large amount of information..
Since your request is such a large one, you will most likely not find somebody that will complete it for you for free. If you are willing to pay, then you can post in the Community Classifieds section.
Since this portion of the community is more geared toward HELPING people with specific tasks, you are more likely to be helped if you ask more-specific questions about lisp or if you post some example code that you have started with.
