Why does one model space drawing not copy and paste into another model space drawing at the correct scale but pastes so small you can hardly see it even if you set both file drawing units to the same?

The units are probably different. I cant open the files you created becuase they were created with newer versions.

Check the units in both drawings.

DSM is correct.

I was able to open the files.   One is set for METERS and the other is set for FEET.

Hmm.  Now I see what you mean though.

It doesn't seem to matter what happens when you change units (on either side of the exchange).  In the following image, as you can see, the acoustic file is open.  I pasted the other file in three different times -- each one with the units set as shown.  I tried changing the units in both the source file and the destination.  It all gets the same results.

(If you install AutoDesk's free DWG TrueView program, one of its capabilities is to convert newer-version .dwg files back to whatever version you have [within limits].)
