-Layer does not restore layer states like full dialog

I wanted to make key-ins in lisp that saved/exported and import/restored a layer state.

I would name the state "State1".

It all worked except for a subtle detail:

If the cursor is in the modelspace of a viewport, -layer restores things like freeze/thaw as global, even if they are viewport specific in the state.

I call that Global Freezing 🙂

Anyway, if I use the layer manager dialog and restore the state, it correctly applies the freeze/that to just the viewport.

Clever guy that I think I am, I also tried vla-restore to restore the state. Nope, guess I'm not very clever...

BTW, I uncheck the box that says "apply as viewport overrides", but it does not seem to matter as that does not pertain to freeze thaw in a vp, its a separate property unlike color.

Any ideas on command line ways to get layer states to work without rolling my own. (I did roll my own but am trying to keep things...simpler)
