i want a lisp for edit Ground Level (G.L) and Invert Level (I.L) at many points. i have a block with Ground & Invert shown in attachment. actually i want that when i insert this block then it ask for type Ground & Invert Level value. Please help me.

The default for Insert a block is that it will ask for Attribute values. Check also that Attreq is set to 1, this controls ask for attribute values.
