How to overirde Shortcut Key from Enterprise Menu

We have setup an Enterprise menu, which is of course read-only. A user wishes to now "override" the Shortcut key "F3", which is defined in the Enterprise menu, back to the default OOTB F3 behavior (Toggles Object Snap Mode).

 

I tried creating a new Temporary Override and get the attached message. How do I affect/set the "file load order" or "order in the tree view"? I've tried dragging-dropping, right-clicking, but cannot find how to add this. Also, since the original F3 key behavior already exists in the C3D.cuix file, how would I just make that the default again? I've even tried creating a new cuix file (something I really don't want to have to do), but the override still has no effect.

Shouldn't there be a simple solution or work-around to such a basic request? Enterprise menus have been around years but we only just set them up. Can you override a shortcut key defined in an Enterprise cuix menu?

The quick way would be load "Freds enterprise menu" but that means each person has there own enterprise. A quicker way is a toolbar and it can toggle on/off, create "Freds.mnu" search here or Cadtutor not that old a post how to.
