How to change set up to default transparency to bylayer

Hi,
I found that the default set up of transparency is 90, that mean when I draft the new object, I can't see it.
How I change it back?

Perhaps the CETRANSPARENCY system variable? Note that this is saved per drawing.

Then, should I set it Bylayer or 0?
