Get custom high resolution icons in panel

I converted an AutoCAD 2004 toolbar into an AutoCAD 2020 tab for a customer. They had the old school 16x16 bitmaps for their icons. I want to design new icons for them. How can I get a high resolution icon as the native AutoCAD icons are? It looks like they are vector graphics.

Your choices are 16x16 or 32x32, nothing else is an option in AutoCAD.

This was suggested to me to use and has a lot of control even at 32x32 download PAINT.NET its free.

I had some very average icons and redid them look good now.
