Does  anyone know if this minimum distance can be adjusted, and, if so, how?

I think you want to set the DIMGAP variable to a smaller value -- modify the Dimension Style, in the Symbols and Arrows tab, with this:

And to get even closer, take a look at, for example, >this< and >here<.  Read the preceding message in those threads for more detail.

Thanks for the tips. Will check the tutorials and let you know. The dim break is not it.

Whoops -- that seems to be the wrong item in the dialog box.  But it is about the DIMGAP System Variable:

vs.

which turns out to be this, in the Text tab:

But in your image the text looks farther away horizontally than the vertical gap would suggest.  I don't know about that, nor about why in my first image there's no line extending leftward as in the second one.

It's close, but, seems to adjust on two axis. I'm just looking to decrease the minimum distance between the dime text and ext line 2. On deadline so still no time to dig onto the longer explainers you provided. Thanks for your continued input.

The one in my first image is certainly closer than in your image.  We can't tell from your image whether that Dimension object may have an override on the DIMGAP value, or its text location may have been grip-edited farther away.
