Creating Layouts with Matchlines from Rectangles in Model Space

Hello!
Iv'e been lurking for a while looking for a lisp routine that can handle this task i am proposing, but i haven't found what im looking for.
So i do a lot of large civil jobs, and my plan views become pretty cumbersome.
Some background first so you can see the workflow:
essentially i will start out with a layout from my template, draw a no-plot (construction, hidden line, whatever you want to call it) rectangle around the viewport (which is already locked to scale, 1" = 40' usually) and CHSPACE the rectangle to get an accurate size of my viewport within model space. from there i copy it over so i know how many pages i need to set up. I usually will put a large number for the page in the corner as well on the noplot layer to help me do my matchlines on the sheets.
What i'm hoping to find is:
A LISP routine that can add additional sheets and center them on my model space rectangles, and hopefully recognize where each sheet is to automate the match lines, even if the rectangles are not stacked up perfectly (such as when following a curving roadway).
Im quite willing to use a couple of lisps if they accomplish this task, but hopefully there is one that accomplishes all of this at once.
I've attached a drawing that kind of shows what im dealing with, but please let me know if any further information is required.
