Cant get rid of drawing 1 tab at startup

When I double click on a drawing file in explorer window that should be the only drawing that opens. No matter how I set the Startup setting or Startmode setting I either get the Start Tab showing up, a dialog box to open a drawing showing up, a drawing 1 tab showing up, or both the start tab and drawing 1 tab showing up (then the drawing that I double clicked on opens up).

 

Setting the two settings as I have on another computer in my office produces different results. The other computer only opens the drawing I double clicked on, while my computer continues to open a drawing 1 tab and then mine.

 

What should both settings be to not open a start tab or drawing 1 tab... and can a partial cui file that loads cause any of these issues? Since that is the only difference between the two computers I've tested.

My other computer is also 2018. Startup 3 and startmode 0 do the trick on that computer. If I click on a drawing file in explorer it opens up and no other tabs are open. If I click on the Autocad desktop shortcut the template draw opens up as Drawing 1. Perfect.

 

My computer with same settings, when I click on a drawing in explorer drawing 1 tab starts first, then my drawing opens. Very odd. 

 

Other computer has no partial load cui menu that we created, but mine does. That's why I asked why two computers with the same version of autocad and settings the same have different results.

My setting is same as yours, startup 3 by default, startmode 0 for no start tab and I'm using a custom partial cui as well... no issues so far.
