Sheet sets only help if you have these on separate dwgs in Layout

In your case you have all A4 frames on a single dwg in Model

If your A4 frames are Blocks with Attributes that show unique a Sheet #, then it's also possible when generating the pdf to name by the sheet number. If not, then they'll be named by order of selection like dwgname-01, dwgname-02 & etc.

But to see what can be done share the following:

A sample dwg

Your lisp that you have developed so far that attempts to select and plot these A-4 size windows

You can use this maybe as a start, will need to be edited.

As you have not posted an example dwg a few questions, A4 is only output size ?. PDF required ?  Outlines are different sizes ? Do you want single pdfs or a single one ? Order of plotting is there something within a boundary like sheet number ?

Landscape or portrait that is ok.

Is There equal distance between all horizontal and vertical distance. You want to create a PDF or direct printing from printer.
