associate scr files with notepad

Recently updated Windows - current version is Windows 10 Pro, version 1809

In the previous version I was able to open .SCR files with notepad; in the current version I cannot - when I right-click on a scr file I do not even have the option to "open with".

 

I have tried a couple of things, but nothing seems to work.  Notepad does not even show up in Apps.

 

One of the things I tried was at the windows command prompt: assoc .scr=txtfile - but that did not work.

 

Do I have to give up and use wordpad or something similar?

Are you in a limited-access/control WIndows log-in?
Or are you using a VPN?
Or an aggressive anti-virus/anti-malware running app that may need to be turned off?

Discussed it with the principal, and we would rather not mess with the registry.

Windows Defender, no VPN - AFAIK I have access to everything on the server, but there may be a drive I am not privy to.

 

I have a work-around - it is one extra click, so not a big deal, and have had a couple of ideas I will try when it slows down a little

 

Now when I go to Default Apps there is still a + next to .scr and when I click on it I have a choice of Notepad or look up an app in the app store, I choose Notepad but it does not stick.  Was thinking if I uninstall Notepad++ I might be able to select Notepad from "Choose a default".

Our IT guy was in today; he was not able to make it work with double click either - but he came up with an easy workaround - use send to, and the send to for .scr is associated with notepad.  Almost as easy as double-click.

Works for Win7 also.
