System Variable on Viewport setting?

This question may not be suitable to this NG, but since this is the only Acad NG I subscribe currently, I'd like ask around here to see if someone happens to know the answer. This is what is happening: In modelspace, there is a hatched area (solid hatch pattern). in paperspace, open a viewport to show the hatched area. Now draw something in paperspace on top of the seeable hatched area. Instead of staying on top as it supposed to, every thing drawn in paper space is hidden behind the hatched area in modelspace. Once this happen, someone in our office says there is a system variable to toggle that behaviour, but I doubt there is such system variable (I went through the system variable list several times without any clue found). The strange thing is if the computer gets restarted (not just close AutoCAD, it does not make things different), the problem is gone temporarily. It may come back in minutes or hours. Does anyone have idea on this?

Norman - This is truly a group for VBA instead of modelspace questions. Take a look at http://discussion.autodesk.com/index2.jspa?categoryID=8 and repost to the ACAD group that matches your version.
