How to read if layer is off in active viewport

I need to go through the layer collection and find out what layers have been turned off in the acitive viewport. Then create a viewport and make sure the same layers are turned off in the new active viewport I just created. I have successfully created the viewport but can not seem to get the layers to stay the same. Any Ideas?? If I confused you let me know I may be able explain more.

I'm going to assume that by "off" in the active VP, you mean frozen. Here's some past posts about this subject and some code http://groups.google.com/groups?q=layer+frozen+viewport+group:autodesk.autocad.customization.vba I'm not an XDATA expert, and unfortunately don't have time to learn more about it right now.... good luck.
