Currently only Email notification exists on CHange Order State Changes.
Provide the ability to allow the Administrator to define the user or group of users to be notified on lifecycle state change on a specific lifecycle definition.
Our team won't have a purpose for Emails for Lifecycle State Changes b/c people would get dinged constantly for things like Phantom assemblies getting Released. Perhaps there's a concept here I'm missing?
