'Configure Prompts' - Control Settings by User and/or Vault Admin

The 'Configure Prompts' options are currently only managed as a 'per user' setting.

We would like these 'default' values to be managed by a Vault Administrator.

The user can still change the settings per their preference, but would be nice to manage the defaults.
