When you create a BOM from scratch in a top/down structure, you can create the new child items. You can change the position ate the top level but if the new child item is not linked at the correct level, you can not move to another level. You must open the new parent item, you can drag & drop the child item to the new parent item BOM and remove from the first one. The idea would be to be able to drag & drop in the main BOM interface, taking in care of the rights and the life cycle state.
