Vault Pro 2015 Opening files and checking out but error message vault is busy

We occasionally receive an error message when we open a file from vault a select check out. The file will download and when it starts to open in Inventor 2015 it will come up with a message that the vault is busy and that you cant check it out.

If you then open the file from vault but don't check out it will open in Inventor and then you can check it out.

Install the "CH3" for Autodesk Vault 2015  (2015.0.9)

I am having the same problem with Vault Workgroup 2017.  Had a tech from out re-seller try to fix it, but the problem still remains.
