We are looking to put in a Vault Basic 2014 internal tools development.
We need to give access to some files inside the Vault as read only for some non-CAD users (mainly drawings as dwf files)
Is it possible with Vault BASIC ? Can we officially install the Vault Basic Explorer to let them access the files (regarding END USER LICENSE I mean)?

no you cannot you would have to have an Autodesk product installed like Autocad or Inventor to be able to the install vault basic client

You can have Vault publish out DWFs from the Vault into a separate directory with the settings in Vault Basic. Your users could just look there for the DWFs they need to view. There are guidelines and restrictions around this though.

We use network licences, I can perhaps install the smallest application only to be able to install Vault Basic ?

As long as AutoCAD is installed on those stations, then Vault Basic can be installed as well. If they start opening AutoCAD on you, then you just run the risk of running out of licenses if your license pool is shallow.
They will also have the ability to look at anything they want even if something is not yet released to interested parties since you do not have a version of Vault with Lifecycle tracking.

I will look into the possibility to push the dwf automatically to a network drive directory, should be enough I think
