Vault 2019 - Design Review versions - Read on

The other day someone reported they were seeing a big hang up on check in (of an Inventor model) regarding their new Vault 2019 upgrade. Facts:
1. Large Inventor model but only 3 components were being checked in.
2. Although it felt like the check in process took about 5 mins to even start, I'm sure it was only like 3 mins to do this.
3. For a test we disable the DWF creation on check in and repeated the workflow and check in completed within seconds.
4. Created a simple rectangle extrusion in Inventor and checked it in with DWF creation on check in and it too hung for a long period of time.
5. Launched Design Review thinking it was hanging on checking for updates. The splash screen stayed on the screen and something about the splash screen didn't seem right to me. But I don't really use ADR a lot. Because it was hanging, I explained to the user that's probably the reason why you're having a delay with your check in (because something is wrong with Design Review). So we waited and waited and waited and then I realized the splash screen could be close and there was an option to not display it again. So we did and relaunched Design Review and ADR launched within seconds.
6. Went back to Inventor and tried the workflow again on a single component with DWF creation. Check in went fast so I asked the user did they ever run ADR and I was told no. So I thought the problem was that ADR was never run and thought it was trying to register the application with the OS and user profile while the model was being checked in.
Walked away and the user contacted me again.. When you have more than one component checking in, the first component goes fast and when the check in progress gets to about 50%, it hangs again and we had to wait like before. So at this point I'm feeling like this
So today we started looking at ADR settings. When I told the user to check the DWG Viewing tab under ADR/Options, the user states he doesn't have that tab. So we started checking ADR versions.. Since I don't have Vault 2019 on my machine and the user does, their ADR version is 14.0.0.185 and mine is 14.0.0.179. So I launched my ADR and checked for updates and I get a message I have the lasted. I uninstall ADR and download it again.. Its at version 14.0.0.177. I check for updates, and it updates again to version 14.0.0.179.. So the Vault client install is using a different ADR version and wondering if that's the cause of the user's issue. Anybody care to explain why the ADR website has an earlier version of ADR but Vault 2019 is installing a different version?
