Padlock by drawing

So we are having a issue with a drawing we uploaded into vault. When the user who made the drawing uploaded it to vault, the drawing got a padlock beside it. Due to this they are not able to re-check it back out. However, other users do not see this padlock on their screen and are able to check the drawing out?? The drawing is in the "work in progress" state so we know that isn't the issue. Does anyone have any idea on what might be going on?

I would have your administrator check the file's permissions.  Depending on what version of Vault you are using, they can select the file and do a Right Mouse Button on it selecting Details... Select the "Effective Access" tab next.  Add the user that is seeing the padlock.  It should tell you what permissions they have.   Normally the padlock means that they are denied for some reason.
