VAULT ECO to require UDP to be filled out (how do I set this?)

Using the typical setup for UDP creation and requiring value doesn't seem to work. What am I missing?

More detail: Currently my ECO has properties for Disposition of Inventory etc. and we want all of them to be filled in as a requirement to move to next ECO state. Making the description have a requirement of so many characters would be nice too but I'm pretty sure that's not an option either. 

Here's what I have setup. Again when you go from any ECO state to the next, including to closed state, the ECO doesn't care if the field is untouched.

UDPs for Change Orders don't support property constraints. There is a wishlist item you could vote for: https://forums.autodesk.com/t5/vault-ideas/eco-udp-constraints/idi-p/10160105

If you use something like coolOrange powerEvents, you can set restrictions on the Change Order state change. You can read the properties from the Change Order and see if they are filled out and restrict the state change. Vault doesn't have anything native, but you can do it with powerEvents.
