It's not needed: just extract the .7z archive and install it manually by runnig setup.exe.
BTW the link is the same as the .7z, just replace 002_002.7z with 001_002.exe

Also, I don't believe it's out just yet. However: Autodesk Storm and Sanitary Analysis 2024.1 supports the 2025 versions of Civil 3D
