Scaleform error "Project contains no scenes!"

I created a very simple start menu using Scaleform, but after saving and closing the program, when I try to open my project in Scaleform I receive an error "The project could not be loaded due to the following: Project contains no scenes!" I do not know why I am receiving this error and cannot find any documentation on other users receiving this same message. I am very new to Stingray and any help would be greatly appreciated!
