Troubles with UI Snapping.

I have been using Autodesk Sketchbook for a year already. Somehow I am bugged a bit
how other UIs won't snap at the edge and all of them are in normal size.
How do I make them small and able to snap at the edge?
Like the layer UI and Top Bar and Brush Palette.

SketchBook tool palettes don't snap.  You can basically put them anywhere.
