How do you rotate single layers?

It depends on the version you are using. For example in the Windows 10 App you rotate a layer by selecting the "transform" tool and rotate the layer with your fingers just like you would pan and zoom.
In the desktop version you have to select a transform tool too, but change the setting (see picture). With the appearing tool at your mouse cursor you can scale, move and rotate a layer.
