How to make a repeat background pattern?

Hello! 
I want to make a repat pattern, like this (I haven't made this image, I bought it on Creative Market):

As you can see it is seamless... How can I create that in Sketchbook? I've tried radial symmetry but it doesn't really work for this. 

Any ideas?

Thank you, but I don't have photoshop. That's why I was looking to make it in Sketchbook. Is there any function there that can help?
