error 1303 windows 10 Desktop

Hi all i get this error when i try to install the desktop version on windows 10

Version 10.0.17134 Build 17134 that's the 1803 i believe. i tried to run the zipped exe file as admin but it didn't work. Any ideas ?

It is a permissions issue in the registry:

(Unlikely to solve issue - IMHO)
