Modal Mass Participation not satisfied.

Hello everyone, I am modelling 7 Storeys multistorey building with basements. When I run modal analysis, the required 90% mass participation is still not achieved even when modes are extended up to 21. Can you please advise me how can I get the required 90% so as to continue with seismic calculations?
