Insufficient transversal reinforcement ratio

I'm trying to design an RC column, moderate ductility class and I keep getting this error. "Insufficient transversal reinforcement ratio due to concrete spalling caused by strains greater than 0.0035 (seismic analysis Eurocode 8, 5.15)". Tried adjusting stirrup spacing and sizes without any luck.

Any ideas?
