Fixed beam-to-beam connection EN 1993-1-8; p - parameter

How is calculated p parameter "distance between bolts"?
In the attached example the distance between bolts is 170 mm, and p = 58.0 and 70.0.
Any ideas why?

For such arrangements of bolts p is calculated as doubled value of the distance from the line of bolts to the edge of the beam. In fact these values should not be displayed in the note as it is not used in the verification of this type of connections.
