Define base level and stories for a bridge

Hello everybody

I am about to carry out Equivalent Lateral Force Method on a bridge. Does anyone know how I should define the base level and stories in a bridge with two different heights for its piers ?. A picture of the bridge in elevation is attached below.

Just to learn from others 

Why do you use the approach for a bridge? My assumption was that it is calibrated for buildings ?

Hi Artur

The approach is mainly used in building designs but my aim is to draw a comparison between equivalent force method and other procedures like pushover and response spectrum in the scope of bridges. Of course the results should deviate considerably from the other nonlinear approaches, especially if the bridge doesn't fall into regular geometry category.
