ULS+ or ULS - displays the envelope of the values (maximal and minimal at the same time) whereas ULS currently selected component and allows you to switch among the components. You can decide what you want to see but in all situations the Normalize button works in the same way.

Then its better to choose ELS+ than ELU, because the els+ take more values ? I don't understand why we choose ELS+; thank you for explaining

None of them is better or worse. Each display something different and it is for you to decide what you want to look at. ULS allows you to see the results for all components one by one whereas ULS+ or ULS- diagram shows all of them (the maximal and minimal envelopes) at the same time.
